Leadership Masters Series: Process Safety Management


In the wake of an independent panel’s findings early this year on the deadly explosion at the BP refinery in Texas City in 2005, process safety management is in the news again in a big way. This standard applies to facilities that manufacture and process highly hazardous substances, and the consequences of noncompliance go far beyond the headlines to lives lost and damaged company reputations.

During this 90-minute audioconference, three top experts in process safety management (PSM) will discuss the main components of OSHA’s standards, and they will offer practical advice on some of the challenges of PSM compliance. Jerry Scannell, senior editor of Workplace HR & Safety and former OSHA director, safety executive at Johnson & Johnson and president of the National Safety Council, will moderate this roundtable discussion with Charles A. Soczek, senior consultant with DuPont, and David Sarvadi, partner in the law firm Keller & Heckman LLP.

Gerard “Jerry” F. Scannell
Senior Editor, Workplace HR & Safety
(former President of National Safety Council, Assistant Secretary of OSHA, and VP of Worldwide Safety for Johnson & Johnson)

Jerry Scannell is senior editor of Workplace HR & Safety. Scannell was nominated by President George H. Bush in 1989 to serve as Assistant Secretary of Labor for OSHA. During his leadership of OSHA from 1989 to 1992, Scannell lead the adoption of a new Standard for Process Safety for Highly Hazardous Chemicals and a Bloodborne Pathogens Standard. From 1992 to 1994, he served as VP of Worldwide Safety affairs for Johnson & Johnson, and in 1995, Scannell was named President and CEO of the National Safety Council. He was inducted into the Safety & Health Hall of Fame International in 1994.

Charles A. Soczek
Senior Consultant, DuPont

Charles Soczek has more than 40 years of experience at DuPont, with emphasis on process safety management (PSM) and the safe manufacture, storage, transportation and use of highly hazardous materials. Charles joined DuPont after receiving his master’s degree in chemical engineering in 1965 from the Rensselaer Polytechnic Institute. He has since held manufacturing, research and technical leadership positions in New Jersey, Puerto Rico, Texas and Delaware. Since 1999, Charles has helped DuPont businesses and external clients develop and implement risk improvement programs. Charles has published and delivered numerous technical papers at industry conferences, on topics including the safe handling of hydrofluoric acid and PSM auditing. He was the DuPont representative for the development of API HF Alkylation Standard 751, and served on the Goldfish and Hawk dispersion tests at the Department of Energy Nevada Test site. He is a former chairman of the Coastal Bend Section of the American Institute of Chemical Engineers.

David G. Sarvadi, Esq.
Partner, Keller & Heckman LLP

David Sarvadi works with clients in the areas of occupational health and safety, toxic substance management, pesticide regulation, employment law, and product safety. He assists clients in opening new markets and maintaining existing ones by helping them comply with PMN requirements under the Toxic Substances Control Act (TSCA), pesticide registrations under Federal Insecticide, Fungicide, and Rodenticide Act (FIFRA), and labeling requirements under the federal Hazardous Substances Act, and MSDS requirements under OSHA’s Hazard Communication Standard.

Mr. Sarvadi represents clients before a variety of federal and state enforcement agencies in legal proceedings involving OSHA citations, EPA Notices of Violations, TSCA consent orders, CPSC Notices, FIFRA Stop Sale Use and Removal Orders, and EEOC Charges of Discrimination.

He was counsel to the National Coalition on Ergonomics from its inception in 1994. He has a strong background in occupational safety and health, having worked as an industrial hygienist for more than 15 years and became a Certified Industrial Hygienist in 1978. Prior to becoming an attorney, he was a principal in a small consulting firm, and managed a corporate industrial hygiene and product safety program for a Fortune 500 company.
