As huge penalties come down on BP for the 2005 Texas City explosion that killed 15 people, Jerry Scannell, former assistant secretary for OSHA who promulgated the Process Safety Management for Highly Hazardous Chemicals Standard, and Gary Visscher of the U.S. Chemical Safety Board will discuss how BP and companies cited under OSHA’s Process Safety Management Standard could have avoided penalties, and more importantly prevented injuries and saved lives. Gerard “Jerry” F. Scannell Senior Editor, Workplace HR & Safety (former President of National Safety Council, Assistant Secretary of OSHA, and VP of Worldwide Safety for Johnson & Johnson)
Jerry Scannell is senior editor of Workplace HR & Safety. Scannell was nominated by President George H. Bush in 1989 to serve as Assistant Secretary of Labor for OSHA. During his leadership of OSHA from 1989 to 1992, Scannell lead the adoption of a new Standard for Process Safety for Highly Hazardous Chemicals and a Bloodborne Pathogens Standard. From 1992 to 1994, he served as VP of Worldwide Safety affairs for Johnson & Johnson, and in 1995, Scannell was named President and CEO of the National Safety Council. He was inducted into the Safety & Health Hall of Fame International in 1994.
Gary L. Visscher U.S. Chemical Safety Board
Gary Visscher was appointed to the U.S. Chemical Safety Board by President Bush on Aug. 2, 2004. Previously, Visscher served as Deputy Assistant Secretary of OSHA from November 2001 until August 2004.
In 2000 and 2001, Visscher served as Vice President, Employee Relations, for the American Iron and Steel Institute (AISI) in Washington, D.C. AISI is a trade association of major steel companies in the United States, Mexico and Canada.
Visscher also served as a presidential appointee to the Occupational Safety and Health Review Commission, and prior to that, for 14 years as a legislative staff person for the U.S. House of Representatives. From 1985 to 1989, he served as Legislative Director for former Rep. Paul B. Henry of Michigan. From 1989 to 1999 he served as professional staff member and workforce policy counsel for the House Committee on Education and Workforce, where he worked on a variety of workforce issues, including occupational safety and health.
Visscher is a graduate of the University of Michigan Law School and Calvin College. He and his family now live in Silver Spring, Md.
